NGO Accreditation and Participation
Since 1998, the CICC has facilitated NGO access to ICC negotiations in order to increase global NGO participation and input in the ICC process. For example, African NGOs attended a CICC regional meeting on ratification and implementation during the Third ASP in September 2004.
NGOs have attended meetings of the ICC’s Preparatory Committees, Commissions and Assembly of States Parties since 1996. Since 1998, the Coalition for the International Criminal Court has facilitated NGO access to these negotiations in order to increase global NGO participation and input in the ICC process.

Requirements For Participation:
If your organization fulfills any of the below mentioned criteria, you must submit a written request with the name of the organization and each of its representatives on official letterhead, to the ASP Secretariat NO LATER THAN Wednesday, 24 October 2012 and to the CICC NO LATER THAN Monday,15 October 2012. Please do not send funding requests.

Requests should be sent to the CICC especially if you are unsure whether your organization qualifies under the requirements of accreditation. Even if you are sending a request directly to the ASP Secretariat, we strongly urge you to also send a copy to the CICC, so that we can assist you if any problems arise. This will also be useful for our planning purposes, and we thank you in advance for your cooperation.

Very important:
Past participation in Preparatory Commissions, ASP sessions or at the Rome Conference does not automatically register you for the upcoming tenth ASP. You still must submit a request by the stated deadline in order to participate. No exceptions will be made.

Eligibility:
Participation in the ASP will be considered if:

1.An NGO was invited to participate in the Rome Conference;
OR

2.An NGO was registered to attend any of the ten sessions of the Preparatory Commission held thereafter;
OR

3.An NGO has ECOSOC general or special consultative or roster status;
OR

4.By special invitation of the ASP.

How To Send A Request For Your Participation To The ASP:
Non-governmental organizations eligible for accreditation may submit a written request on official letterhead with the names of their representatives to attend the Eleventh Session of the Assembly at the latest by Wednesday, 24 October 2012. The requests should be addressed to Mr. Renan Villacis, Director of the Secretariat of the Assembly of States Parties, by fax to: +31-70-515 8376 or by mail to: Secretariat of the Assembly of States Parties, International Criminal Court, Room C-0458, Maanweg 174, 2516 AB The Hague, The Netherlands. Please send a copy of your request to the CICC. Please note that the Secretariat of the Assembly of States Parties does not provide any funding for participating NGOs.

In response to your request to participate, you will receive a confirmation letter from the Secretariat of the Assembly of States Parties which you need to bring to the meeting for registration.
