Timor Leste has not acceded to the Agreement on Privileges and Immunities.

Implementing Legislation
On 30 March 2009, President Jose Ramos-Horta promulgated Decree-Law 19/2009, the new Penal Code for Timor-Leste. This law contains 323 articles, and will take effect 60 days after its publication in the Jornal da Republica on 8 April. http://www.mj.gov.tl/jornal/?mod=artigo&id=1044.
The adopted version includes a very detailed section implementing genocide, crimes against humanity and war crimes based on the definitions in the Portuguese legislation implementing the Rome Statute.
