> Delivering on the promise of a fair, effective and independent Court > Election of ICC and ASP Officials > ASP Officials > Fourth CBF Elections 2007 Fourth CBF Elections 2007 The Committee on Budget and Finance consists of 12 members who are elected by the Assembly of States Parties (ASP) for a period of 3 years. At the first election in 2003, 6 members where elected for a period of 2 years and 6 for a period of 3 years, assuring in this way that for future elections only 6 members will be elected at a time. The election of six of the Committee’s members took place at the sixth session of the ASP held at the United Nations Headquarters from 30 November to 14 December 2007. Results of Fourth CBF Elections On Friday 7 December 2007, the ASP elected the six following candidates to serve in the Committee for a period of three years:
The distribution of seats for the elections is as follows: African States (1 seat); Eastern European States (1 seat); Group of Latin American and Caribbean States (1 seat); and Western European and Other States (3 seats). With the withdrawal of the candidatures of Mr. Peter Lovell (United Kingdom), Mr. Rodrigo Yánez Pilgrim (Venezuela), and Ms. Rossette Nyirinkindi Katunge (Uganda), the number of nominees per region equalled the number of seats to be elected; thus members were elected by consensus. Nominations The nomination period closed on 24 August 2007. The following nine candidates had been nominated for the upcoming election of members of the Committee on Budget and Finance:
CICC campaign to promote fair and transparent elections As part of its campaign for fair and transparent elections, and to guide states parties in nominating candidates for the forthcoming and future elections of Committee members, the Coalition’s Budget and Finance Team prepared a set criteria based on both the resolutions governing the nomination and election of the Committee members and the work of the Committee in its first years. In its paper, the CICC Budget and Finance Team recommended States Parties to nominate candidates with recognized standing and experience in financial matters at the international level, expertise in a range of areas specific to the work of the Committee and experience in criminal justice issues. Furthermore, the Team suggested that States take into consideration the need for a fair balance of female and male members and the ability of candidates to devote time to the work of the Committee. In addition, the CICC asked each candidate to reply to a questionnaire, in order to promote transparency in the process by making candidates’ qualifications more accessible and by giving each candidate an opportunity to expand on his or her experience. The CICC does not and will not take a position on any particular candidate, although some of its member organizations might do so. |
