On 8 November 2005, the President of the International Criminal Court (ICC), Judge Philippe Kirsch, presented the first-ever report of the ICC to the United Nations General Assembly. Judge Kirsch addressed the General Assembly about the Court’s activities and planning to date. The General Assembly adopted a resolution on the ICC on 23 November 2005, one of the strongest in years. This resolution was adopted by consensus with only the United States government expressing a reservation.
