Japan finalizes its legislative process to accede to the Rome Statute of the ICC

On 27 April 2007, the Japanese Diet’s Upper House unanimously approved the country’s accession to the Rome Statute. The approval follows the Japanese cabinet’s February endorsement and submission of the Statute to the parliament, and the March 28 unanimous approval by the Foreign Affairs Committee of the Lower House of both accession to the Statute and the related cooperation laws. These developments come after years of coordinated efforts by civil society groups, parliamentarians, government officials and academics. Japan now needs to promulgate the bill into law and formally deposit the accession instrument so as to become a state party to the Rome Statute.
