On 16 April 2002, the government passed the ratification bill and submitted the bill for approval by the Parliament.

A constitutional amendment was required prior to ratification (arising from the immunities issue), drafted by the Ministry of Foreign Affairs and sent to the Cabinet of Ministers. The draft ratification bill was then submitted to the Parliament and underwent three readings.

Latvia had previously hoped to ratify the ICC Statute by the fall of 2000. The process was slowed down because of the need for translation of the Rome Statute, and the potential for constitutional amendment. An inter-ministerial working group was established to consider both ratification and implementing legislation.
