Political instability and institutional fragmentation have reportedly slowed down the ratification process.

Madagascar has proposed a draft bill of ratification to the relevant government ministries for review.

Madagascar attaches high priority to the elaboration of the definition of the crime of aggression, and supports the proposal to use General Assembly Resolution 3314 (XXIIX) as a basis for discussions.
