As of September 2002, the process of ratification had begun in the Parliament, but was expected to be impeded by constitutional provisions on extradition, immunity and trial by jury. Constitutional review was in progress, but it was unlikely to go quickly. Crimes within the ICC Statute are not in domestic laws. The government had indicated a disappointment that the ICC will not have retroactive jurisdiction.
