In October 2004 FIDH along with Moroccan NGOs hosted a conference entitled “Fight Against Impunity, Truth and Reconciliation and the International Criminal Court” with the participation of Morocco’s Minister of Justice. Obstacles to ratification and draft model implementation legislation were discussed, and the newly formed Moroccan Coalition for the ICC recommended that ICC Ratification be one of the key recommendations of the Equity and Reconciliation Commission. The Conseil Consultative de Droits de l’Homme, an advisory body which recommends ratification of international human rights treaties to the government, is generally supportive of the Statute, but ratification might require a constitutional amendment and broader national consensus.
Morocco participated at the Sana’a Inter-Governmental Regional Conference on Democracy, Human Rights and Role of the International Criminal Court in January 2004. The government is reportedly studying the Rome Statute. In order to address possible constitutional issues, the government is reportedly considering Jordan's ratification bill as model legislation. |
