On 3 October 2007, the Moldovan Consti­tutional Court ruled that the Rome Statute is compatible with the Constitution of Moldova. In February 2008, Parliament announced the submission of the ratification bill by President Vladimir Voronin. The EU-Moldova Action Plan, adopted in February 2005, includes a commitment by Moldova to ratify the Rome Statute. After the positive ruling made by Moldova’s Constitutional Court in October 2007 on the compatibility of the Rome Statute with the Moldovan Constitution, the Ministry of Justice reconsidered the ICC ratification bill, as well as the bill concerning amendments to national legislation in order to implement the Rome Statute. These two bills were submitted to the Ministry of Foreign Affairs and European Integration and on December 7, 2007 and December 12, 2007, respectively, the Moldovan government approved both bills, leading to their submission to Parliament on December 12, 2007 and the subsequent announcement of this by the government in February 2008The Parliamentary Commission on International Relations is currently discussing the provision that Moldova is going to make regarding limiting its territorial jurisdiction of the application of the Rome Statute to exclude the Transnistria region. Minister of Justice Vitalie Pirlog stated that the ratification of the Rome Statue is a “sine qua non priority for the Republic of Moldova” and that the Ministry of Justice will continue to “catalyze its efforts for prompt ratification.”
