On 20 June 2005, President Duarte. Together with the Presidents from all MERCOSUR Member States', adopted a Declaration entitled "Committment of the MERCOSUR to the Rome Statute of the International Criminal Court", in which they highlighted the importance and scope of the Rome Statute. They also adopted a common position regarding the provision of Article 98 of the Rome Statute by committing themselves "not to undertake multilateral or bilateral agreements with Third States, that could effect the basis of the jurisdiction of the International Criminal Court or other provisions of the Rome Statute."

In October 2004, the MOFA organized an international seminar that included the presentation of comparative regional experiences in implementation processes, international justice, and judicial cooperation.

With support from the government of Canada, the Institute of Comparative Studies of Social Sciences (Instituto de Estudios Comparados de Ciencias Sociales del Paraguay), a local NGO, is conducting an evaluation on implementing legislation needed in Paraguay.

A presidential decree was passed (No. 19.685) on 10 December 2002 that created a committee on implementation of the Rome Statute. This committee consisted of three members from the Ministries of Foreign Affairs, Justice and Defense. The committee was required to complete its work by 10 March 2003.
