Qatar�s Minister of State for Foreign Affairs participated at the Sana�a Inter-Governmental Regional Conference on Democracy, Human Rights and Role of the International Criminal Court in 2004.

The government participated as observers at the 2nd session of the Assembly of States Parties in New York in September 2003. The Qatari representative mentioned that the Cabinet has been studying the Rome Statute and monitoring developments in the ICC. As of September 2004, the government was awaiting the definition of the crime of aggression before it considered ratification.
