As of June 2004, implementing legislation concerning cooperation with the Court and extradition had been adopted. A working group on implementation was created to study the definition of crimes, and was expected to begin its work in fall 2002. This working group was comprised of representatives of the government and civil society.

The Romanian official gazette published the ratification bill (Law 111/2002) on 28 March 2002.

Previously, the bill was signed by the President on 12 March 2002.

On 26 February 2002, the Romanian Chamber of Deputies adopted the ICC ratification bill, which was then sent to the Senate for approval on 4 March 2002.

On 18 December 2001, the President of Romania submitted the draft ratification bill to the Legislative Committee of the Parliament for review. The Presidential decree was published in the Official Gazette of Romania.

A Commission in the Ministry of Justice had previously drafted the ratification bill and made recommendations for implementation into national law. The Commission had reportedly concluded that a constitutional issue may arise with respect to the issue of immunities.
