According to a delegate of the UN Mission, present at the ninth PrepCom, Belarus was analyzing its national legislation in order to bring it into compliance with the Rome Statute.

As of May 2004, a number of constitutional obstacles may have been hindering the ratification processs, such as the immunity issues.
