As of May 2004, the Rome Statute had been declared a priority, and the government decided to proceed with ratification before completing its implementing legislation. However, the Penal Code and the Code of Criminal Procedure required amendment prior to ratification.

The ratification bill was approved by Parliament during the first week of April 2002 and signed by the President on 8 April 2002.

On 6 December 2001, the government approved the draft ratification bill and it was sent to the Parliament.

The Parliament launched a debate on 7 February 2001 on the constitutional issues concerning ratification of the Rome Statute, and proposals for constitutional amendment were then considered. Potential constitutional issues included the immunity of the President and extradition. Expert reports were drafted by the government.
