On 4-5 October 2004, a resolution to implement the Rome Statute norms into national legislation was worked out at an international conference in Dushanbe.

The resolution concerns the ratification of the Agreement on Privileges and Immunities of the Court (APIC) as well
the continuation of work to bring the criminal, procedural and executorial legislation of Tajikistan and other normative and legislative acts into line with the ICC Rome Statute.

Research, consultation with civil society, and information dissemination were noted by a national human rights center as being crucial to this effort.
