An implementation network was formed in October 2002, comprised of a wide range of civil society stakeholders. This network prepared an analysis ofn compatibility of the Rome Statute with relevant Tanzanian law. They also initiated a constructive dialogue with government officials with a view toward the drafting of strong and effective ICC implementing legislation.

Following approval by the Cabinet, the Parliament of Tanzania ratified a protocol on the Rome Statute on 2 August 2002. The bill was then signed by the President, before being deposited at the UN.

To assist SADC Member States in enacting legislation, a Southern African Development Community meeting held in Pretoria, South Africa (5-9 July 1999) adopted a model-enabling-law that each state could adopt and adapt to their national situations. This model law covers virtually all aspects of the ICC Statute that require state action and cooperation.
