In April 2002, Togolese officials declared that Togo may consider acceding to the Rome Statute once it came into force.

As of September 2002, efforts by some officials had reportedly been blocked at the Presidential level. With a lack of information being the greatest barrier, an NGO network on the ICC had been formed to help address this.
