A bill to domesticate the ICC was presented to parliament on 25 June 2004. Civil society is expected to be involved in the debate on the bill and will also present a memorandum to the relevant parliamentary committee.

The ratification bill was signed by the Minister of Justice and deposited at the UN on the same day.

In April 2002, the initial memorandum on ICC ratification, prepared by the Minister of Justice and Constitutional Affairs and submitted to Cabinet in 1999, had lapsed. A new memorandum was prepared, and was submitted by the Attorney General. No implementing legislation was prepared at this stage.

The ratification bill was then submitted to and approved by the Cabinet and Parliament.

No potential legislative barrier was foreseen, however, the presidential and parliamentary elections in 2001 may have slowed the process.
