As of September 2002, ICC ratification had not been included in the government's agenda.
Uzbekistan had indicated there would be legislative barriers to ratification. Constitutional barriers existed with regard to life imprisonment (sentences in Uzbekistan are for a maximum of twenty years; if the crime requires a more severe sentence, the courts may impose the death penalty), immunities (although immunity is not specifically granted, the President, Attorney-General, Attorneys and Constitutional Court Judges, other tiers of judges, and Members of Parliament are tried through special courts), and extradition (by general principle, nationals cannot be extradited unless under special agreement). The ratification process was on hold due to parliamentary elections in December 1999, and presidential elections in January 2000. |
