Yemeni MPs and NGOs continued to participate in ICC related regional meetings in 2004-2005, urging national ratificaton. Ministry of Foreign Affairs representatives participated in the third Assembly of States Parties in 2004 and reported that President and Cabinet have already approved the treaty for ratification. The government is awaiting the National Assembly to do the same. Reportedly, the Legal Affairs Committee of the Parliament is examining the Statue and will bring it up for approval, but with no immediate timeline given.

Governmental and NGO sources indicated that Yemen is considering ratification. In recent years, Yemen had expressed keen interest in ratification.

Delegates from Yemen participated in the second session of the ICC Assembly of States Parties in 2003.

International NGO missions in 2003-2004 continued to focus on barriers to Yemen’s ratification. Local NGOs launched the Yemeni National Coalition for the ICC. Growing US military presence in the Gulf region seems to have hindered Yemen's willingness to ratify the ICC treaty promptly. Civil society and paliamentarian interest in the ICC remain high.
