Updates on Cape Verde

The process of revision of the constitution of Cape Verde is expected to be completed in 2004. According to statements by government officials at the II Consultative Parliamentary Assembly in New York (September 2003), language foreseeing the jurisdiction of the ICC will be incorporated in the new text of the Constitution.
A new Penal Code should also be approved soon. However, there is no indication if it considers the implementation of the Rome Statute.

The government had presented to Parliament a law requesting authorization to draft a new Criminal Procedural Code and a new Law of Execution of Sentences.

There has been no action on the ICC since the Parliament began its term in March 2001. The bill of ratification has been sitting before the National Assembly, and the government has been revising its constitution. Early ratification was expected, but the government was awaiting translation of the Statute.
