In order for Andorra to ratify international treaties, Coprinceps (Bishop and President of the Republic of France) must grant approval, which had not been done as of February 2005. Once the Constitutional Court makes a positive evaluation of the treaty, it is submitted to Parliament for approval. Normally, ratification can only be completed once implementing legislation necessary to comply with the international treaty is adopted. However, the Constitution of 1993 allows the government to ratify an international treaty that is not yet in force without implementing legislation.
