As of September 2002, the new Parliament was expected to pursue prompt ratification of the Rome Statute. Real political will reportedly existed, however, the Constitution had to be amended before ratification.

At the debate on terrorism during the 56th General Assembly, the Comoros delegate stated, "My delegation [is] currently taking part in the debates of the eighth Preparatory Commission for the ICC, and after having signed the Rome Statute, we intend to ratify it in the near future." Previously, Mr. Mohamed El Amine Souef, Minister of the Foreign Affairs and Cooperation, stated in his address at the general debate of the 55th session of the General Assembly, that Comoros intended to "ratify the Rome Statute in the near future."
