On 24 September 2003, the Cabinet approved the ratification bill. As of May 2004, the text was expected to be sent to Parliament for discussion.

At a conference in Brazzaville in March 2003, government officials, parliamentarians and NGO representatives submitted recommendations to the government to expedite the ratification process.

In July 2001, the Cabinet adopted a resolution authorizing the President to ratify the Rome Statute. The resolution was also submitted to the Supreme Court for revision. It was expected to be introduced to Parliament in 2001.
