On 22 June 2005, Attorney General Ms. Beatrice del Carrillo urged the government to ratify the Rome Statute.

As of December 2004, consideration for accession to the Rome Statute was still pending in the Legislative Assembly. The process seems to be stalled by a lack of political willingness to ratify by the dominating majority in the Assembly.

An inter-ministerial committee to study the Rome Statute has been created, but little progress has been reported. Constitutional barriers to ratification may arise from the life imprisonment and extradition issues (although the government has signed treaties in the past which included the potential for extradition).
