Credit: CICC The Registrar must be a person of high moral character, be highly competent and have an excellent knowledge of and be fluent in at least one of the working languages of the Court. On 8 March 2013, Herman von Hebel was elected as the new registrar and successor of Ms Silvana Arbia, whose five-year mandate is to end on 16 April 2013. On 28 February 2008, ICC judges meeting in plenary session elected by an absolute majority Ms. Silvana Arbia of Italy as ICC Registrar for a five-year term. Ms. Arbia was sworn in on 17 April 2008 at the seat of the Court in The Hague. She suceeded Bruno Cathala of France who was elected on 24 June 2003 as the first Registrar of the Court for a five-year term.
