His Excellency Bruno Stagno Ugarte, Vice Chair

His Excellency Bruno Stagno Ugarte is the Executive Director of the Security Council Report. Previously, he served as the Minister of Foreign Relations of Costa Rica and as the Permanent Representative of Costa Rica to the United Nations from 2002 to 2006. Ambassador Stagno Ugarte was the second President of the Assembly of States Parties of the International Criminal Court. Prior to his UN appointment, he was a professor at the University of Costa Rica�s School of Political Science and a Foreign Service Officer for the Costa Rican government. He served in a number of key governmental positions in Costa Rica, including Chief Advisor to the ranking majority representative in the Legislative Assembly of the Costa Rican Congress, Chef de Cabinet at the Costa Rican Ministry of External Relations and Worship, and Consul General and Minster Counselor of the Costa Rican Embassy in Paris. He is also a member of the Advisory Board of the Coalition for Rainforest Nations. Ambassador Stagno Ugarte received a M.P.P. from Princeton, a Masters in Political Science from the Sorbonne in Paris, and a B.A. in Foreign Service from Georgetown University.
