A Universal Court with Global Support
In order for the International Criminal Court to succeed in its universal project, it needs an increasing majority of the world’s nations to join the Rome Statute. Following this commitment states must implement the Courts' law domestically and cooperate, as should international organisations, with the Court.

Ratification and Implementation
Ratification of the Rome Statute and its implementation into national law are by far the most successful campaigns NGOs have supported to date. NGOs continue to target those countries which have yet to ratify as well as monitor the implementation process in countries that have. Cooperation Agreements and Enforcement
The ICC’s effectiveness will be greatly enhanced by the ability to work closely with States Parties and key international organisations and institutions, such as the UN, the African Union and the European Union. This cooperation will be facilitated by relationship or cooperation agreements between these institutions. Such cooperation will ensure the enforcement of the Court's decisions. NGOs continue to monitor these developments and to promote constructive cooperation with the ICC.

Recruitment of ICC Staff
NGOs are working to promote fair geographical representation of ICC staff from all regions of the world. It is hoped that this will contribute to ensuring the legitimacy of the institution as a truly global Court.
