> A Universal Court with Global Support > Ratification and Implementation > Universal Ratification Campaign > URC - Bahrain, Rwanda, and Thailand URC - Bahrain, Rwanda, and Thailand The Coalition for the International Criminal Court calls on Bahrain, Rwanda, and Thailand to join the Rome Statute of the ICC as soon as possible.BAHRAIN In the Middle East and North Africa (MENA) region, increased accessions and ratifications would further strengthen the global voice at the Court and result in a more robust and meaningful participation in the worldwide effort to establish a truly fair, effective, and independent ICC. The MENA region is the most underrepresented region at the ICC. The Arab League, consisting of 22 states, has only 4 states parties to the Rome Statute – the Comoros Islands, Djibouti, Jordan, and Tunisia. Though underrepresented, the MENA region has a growing interest in the fight against impunity and the Coalition today has around 300 active member organizations spread across almost every country in the region. Through its strengthened regional efforts targeting civil society, parliamentarians, governments, media, and others, the Coalition is pushing for an increased number of accessions and ratifications and full implementation of the Rome Statute in MENA countries. RWANDA The Coalition calls on the government of Rwanda to take advantage of the current democratic momentum in Rwanda to accelerate its efforts to accede to the Rome Statute of the International Criminal Court (ICC). Rwanda’s accession to the Rome Statute would strengthen the African voice at the Court and contribute to a robust and meaningful participation intended to ensure that the ICC upholds and abides by the spirit of the Rome Statute. THAILAND With three additional ratifications in Asia-Pacific (The Philippines, Maldives, and Vanuatu) in 2011, the region is showing a growing commitment to the Court. However, with only nine states having ratified or acceded to the Rome Statute, the region still remains under-represented. Twelve years after the adoption of the Rome Statute of the International Criminal Court, Asian states must heighten their ratification efforts and increase the region’s representation before the ICC. Over the last decade, Thailand has taken a number of steps that have brought it closer to the Rome Statute system. On 2 October 2000, Thailand signed the Rome Statute and, over the next years, embarked on an internal process aimed at assessing compatibility of Thai domestic legislation with the Rome Statute, disseminating the work of the Court, and training government officials and lawmakers. The role of Thai civil society has been instrumental in this task, ensuring that ratification remained within the national debate despite fluctuating levels of support due to changing political scenarios. The Coalition therefore appeals to Bahrain, Rwanda, and Thailand to ratify the Rome Statute and to fully support this first permanent, independent court capable of investigating and bringing to justice individuals who commit the most serious violations of international law, namely war crimes, crimes against humanity, and genocide.
