La Coalición por la Corte Penal Internacional les solicita a Bahrein, Ruanda y Tailandia que se unan al Estatuto de Roma de la CPI lo antes posible.

BAHREIN

En la región de Oriente Medio y África del Norte (MOAN), nuevas adhesiones y ratificaciones ayudarán a fortalecer la voz global en la Corte, y en consecuencia logrará una participación más sólida en los esfuerzos mundiales para establecer una CPI verdaderamente justa, efectiva e independiente.

El MOAN es la región menos representada en la CPI. La Liga Árabe, conformada por 22 Estados, cuenta únicamente con 4 Estados Partes al Estatuto de Roma – las Islas Comoras, Djibouti, Jordania y Túnez. Sin embargo, la región del MOAN tiene un creciente interés por la lucha contra la impunidad y la Coalición cuenta actualmente con alrededor de 300 organizaciones miembro activas diseminadas prácticamente por todos los países de la región. A través de sus iniciativas regionales para convocar a la sociedad civil, parlamentarios, gobiernos, medios y otros, la Coalición busca lograr un mayor número de adhesiones y ratificaciones y una completa implementación del Estatuto de Roma en los países del MOAN.


RUANDA

La Coalición quiere solicitarle al gobierno de Ruanda que aproveche el momento histórico democrático que atraviesa para acelerar sus esfuerzos en pos de la adhesión al Estatuto de Roma de la Corte Penal Internacional (CPI).

La adhesión de Ruanda al Estatuto de Roma ayudará a fortalecer la voz africana en la Corte y contribuirá a lograr una participación más sólida y significativa con el fin de asegurar que la CPI respete y promueva el espíritu del Estatuto de Roma.


TAILANDIA

Con tres nuevas ratificaciones en Asia-Pacífico (Filipinas, Maldivas y Vanuatu) en 2011, la región está demostrando un creciente compromiso con la Corte. Sin embargo, con sólo nueve Estados que han ratificado o adherido al Estatuto de Roma, la región aún cuenta con una baja representación. Doce años después de la adopción del Estatuto de Roma de la Corte Penal Internacional, los Estados de Asia deben aumentar sus iniciativas en pos de la ratificación e incrementar la representación de la región en la CPI.

En la última década, Tailandia ha tomado una serie de pasos que la han acercado al sistema del Estatuto de Roma. El 2 de octubre de 2000, Tailandia firmó el Estatuto de Roma y, en los años siguientes, se embarcó en un proceso interno para evaluar la compatibilidad de la legislación nacional tailandesa con el Estatuto de Roma, diseminando el trabajo de la Corte y entrenando a funcionarios del gobierno y legisladores. El papel de la sociedad civil tailandesa ha sido fundamental en esta tarea asegurando que la ratificación permanezca en el debate nacional a pesar de los cambiantes niveles de apoyo que generan los cambiantes escenarios políticos.


Por esto, la Coalición por la Corte Penal Internacional (CCPI) quiere pedirles a Bahrein, Ruanda y Tailandia que tomen las medidas necesarias para adherir al Estatuto de Roma y den su apoyo a la primera corte internacional permanente capaz de juzgar a los culpables de genocidio, crímenes de lesa humanidad y crímenes de guerra.

Your Majesty:

I am writing to urge you to ensure Bahrain’s ratification of the Rome Statute of the ICC as soon as possible.

As you well know, the Rome Statute came into force in July 2002 and now has the support of nearly two-thirds the world’s nations. As of today, 121 States are parties to the Rome Statute. While this in itself is a remarkable achievement, continuing to secure universal ratfication of the Court remains an important objective so that the ICC is able to effectively ensure justice for grave crimes.

Your Majesty, throughout its ten years of existence, the Court has proven its invaluable contribution to the international rule of law and the fight against impunity. The Court's current investigations in Uganda, the Democratic Republic of Congo, Central African Republic, Sudan, Kenya, Libya, Cote d’Ivoire, and Mali signify that it is moving forward in its crucial work to end impunity for genocide, crimes against humanity and war crimes. Furthermore, its preliminary examinations in Afghanistan, Georgia, Guinea, Colombia, Honduras, Korea, and Nigeria are a clear manifestation of the wide scope of the Court's jurisdiction.

I urge your Majesty to use your good offices to ensure your country’s accession to the Rome Statute as soon as possible.

Your Excellency,

I am writing today to respectfully urge you and the Rwandan government to accede to the Rome Statute as soon as possible. With the political and social challenges facing Rwanda today, it is more important than ever to prioritize international justice and join the effort towards making the ICC an international tribunal that is truly fair, effective and independent.

Your participation was gladly noted at several sessions of the Assembly of State Parties of the ICC, as well as your attendance and contributions to debates and sessions during the first Review Conference of the Rome Statute, held in Kampala, Uganda from 31 May to 11 June 2010. While these signs of progress are certainly welcome, concrete steps towards accession have not yet been made. I would encourage you to take this participation further by actively speaking out about the vital importance of the rule of law and supporting action by the Rwandan government to accede to the Rome Statute of the ICC.

In doing so, Rwanda would send a strong message to the global community about its commitment to the pursuit of international justice. The ICC has been tirelessly dedicated to advocating for the rule of law in matters of conflict resolution and prevention, instead of resorting to armed violence. Accession to the Rome Statute would further indicate Rwanda’s commitment to the promotion of human rights and cooperation in international processes against heinous crimes.

Your Excellency, I strongly urge you to push forward the necessary legislation for acceding to and implementing the Rome Statute. Recognizing that the ICC works alongside national justice processes to complement them instead of replacing them, I support the continuance of this fight against impunity through joining the ICC. Despite various obstacles in this process, I am confident that strengthening the rule of law through the ICC is worth any challenges that may arise.

I urge Your Excellency to use your good offices to ensure Rwanda’s accession to the Rome Statute as soon as possible.

I am writing to you to respectfully call on your government to promptly ratify the Rome Statute of the International Criminal Court. While the Asia region continues to be under-represented before the ICC, it is encouraging to note that among the latest ratifications to the Statute are the countries of The Philippines and Maldives, as well as Vanuatu in the Pacific. These recent ratifications are indeed an important illustration of Asia’s growing commitment to the system of international justice enshrined in the Rome Statute.

Thailand is a signatory to the Rome Statute and has taken a number of steps to move forward toward ratification despite the presence of some obstacles on this path. I am confident that through organizing ICC seminars as well ensuring the training of key stakeholders and lawmakers on the ICC, your government will be able to further address some of the legal challenges that have been raised in this process.
