La Coalición por la Corte Penal Internacional (CCPI) les solicita a Bahamas y Granada realizar todas las acciones necesarias para ratificar y adherir, respectivamente, al Estatuto de Roma de la Corte Penal Internacional (ICC).

Los Estados del Caribe desempeñaron un rol central en la creación y establecimiento de la CPI. En 1989, durante la 44º Asamblea General de las Naciones Unidas, Trinidad y Tobago presentó la temática del establecimiento de una corte penal internacional para su consideración en la Asamblea. Esta moción – que reunió el apoyo de varios Estados, entre ellos todos los Estados del CARICOM – resultó finalmente en una resolución consensuada que pidió por la creación de una corte penal internacional.

Hasta el momento, 114 Estados han ratificado o adherido al sistema del Estatuto de Roma y sólo 4 Estados del CARICOM han ratificado el Estatuto: las Bahamas, Granada, Jamaica y Haití.

Your Excellency:

I am writing to urge you to ensure The Bahamas’ prompt ratification of the Rome Statute. The Caribbean region has been instrumental in the establishment and development of the Court. As you may recall, in 1989, during the United Nations’ 44th General Assembly, Trinidad and Tobago submitted an agenda item on the establishment of an international criminal court for the Assembly’s consideration. This motion – which gained the support of a number of states, including all CARCIOM member states – ultimately resulted in a consensus resolution that called for the creation of an international criminal court.

To date, 114 states have ratified the Rome Statute, and with the recent ratification of Saint Lucia in August 2010, only 4 CARICOM states, namely Bahamas, Grenada, Jamaica and Haiti, have yet to join the ICC. Global support, including that from the Caribbean’s region, to the Rome Statute system is crucial to building, strengthening, and ensuring the success of the first permanent, independent court capable of investigating and bringing to justice individuals who commit war crimes, crimes against humanity, genocide, and, once it enters into force, the crime of aggression.

Excellency, as you may be aware, the governing body of the ICC will hold elections in December 2011. As a non-state party, your country may provisionally nominate a candidate for one of six available judicial vacancies at the ICC when the nomination period opens on 13 June. It may also do so for the position of Chief Prosecutor, an historic election that will only take place for the second time in history. However, your nomination will only become effective if your instrument of ratification to the Rome Statute is deposited by 2 September 2011, the date the nomination period concludes.

I urge your Excellency to use your good offices to ensure The Bahamas’ ratification to the Rome Statute as soon as possible.
