URC - Mauritania and Turkey
The Coalition for the International Criminal Court calls on Mauritania and Turkey to join the Rome Statute of the ICC as soon as possible.

URC – Mauritania
The Coalition for the International Criminal Court (CICC) is calling on the Islamic Republic of Mauritania to take the necessary steps to accede to the Rome Statute of the International Criminal Court (ICC). Mauritania’s accession to the Rome Statute would strengthen the African voice at the Court and contribute to a robust and meaningful participation intended to ensure that the ICC upholds and abides by the spirit of the Rome Statute.

To date, 121 states have ratified or acceded to the Rome Statute system, 32 of which are African states. Additionally, 12 African states have signed the Rome Statute but have yet to complete the process of ratification.
Greater support for the ICC in Africa is needed in order to increase the region’s commitment to the fight against impunity. The Coalition therefore encourages Mauritania to assert its commitment to ending the culture of impunity by acceding to the Rome Statute of the ICC.

URC – TURKEY
The Coalition for the International Criminal Court (CICC) also calls on Turkey to take the necessary steps to accede to the Rome Statute of the International Criminal Court (ICC).

European states have been frontrunners in the establishment of the ICC and their continuing support is critical to ensuring that the ICC remains a fair and effective Court. To date, 42 states in Europe and in Central Asia are parties to the Rome Statute, 27 of which are European Union (EU) members. The region also includes six signatories to the Rome Statute that have yet to complete the process of ratification (Armenia, Kyrgyzstan, the Principality of Monaco, the Russian Federation, Ukraine, and Uzbekistan).
With its pivotal geopolitical importance, Turkey’s engagement with this new system of international justice would send a strong signal that impunity for international crimes is unacceptable.

As states parties, Mauritania and Turkey would be able to actively participate in a more significant manner in the annual Assembly of States Parties (ASP) of the ICC during which states make important decisions in relation to the administration of the Court, including the election of judges, prosecutors, and other Court officials.
The Coalition therefore appeals to Mauritania and Turkey to join the Rome Statute and to fully support the first permanent, independent court capable of investigating and bringing to justice individuals who commit the most serious violations of international law, namely war crimes, crimes against humanity, and genocide.

Je vous écris afin de vous inviter à assurer l'adhésion de la Mauritanie au Statut de Rome de la CPI le plus rapidement possible. Les enquêtes actuellement menées par la Cour en Ouganda, en République centrafricaine, en République démocratique du Congo, au Darfour (Soudan), au Kenya et en Côte d'Ivoire signifient qu'elle progresse dans son travail crucial pour mettre fin à l'impunité pour le génocide, les crimes contre l'humanité et les crimes de guerre. Le soutien de la Mauritanie en faveur de ce nouveau système vital de justice internationale à travers l'adhésion au Statut de Rome est donc d'une importance capitale.

Je félicite également votre gouvernement d’avoir pris des mesures positives pour consolider la démocratie et l'état de droit. La Mauritanie s’est engagée à protéger et promouvoir les droits de l’homme dans le monde. En conformité avec ces engagements et avec vos efforts actuels, nous exhortons vivement votre gouvernement à examiner et faire avancer le dossier sur l’adhésion de la Mauritanie au Statut de Rome dès que possible.

En adhérant au Statut de Rome et en adoptant le principe de complémentarité, la Mauritanie aura l'occasion d'exercer en priorité sa compétence sur les crimes qui pourraient relever de la compétence de la CPI, réaffirmant ainsi son droit souverain d'enquêter et de poursuivre ces crimes.

Votre Excellence, je prie donc instamment la Mauritanie à adhérer au Statut de Rome sans délai afin de faire montre de son engagement à lutter contre l'impunité et de son soutien continu pour les droits de l'homme et la justice.

Write a letter to H.E. Mr. Recep Tayyip Erdoğan, Prime Minister, to encourage his government to accede to the Rome Statute of the ICC.

Your Excellency,
I am writing to urge you to ensure Turkey’s accession to the Rome Statute of the ICC as soon as possible. The Court’s investigations in Uganda, Central African Republic, the Democratic Republic of Congo, Darfur (Sudan), Kenya and Cote d’Ivoire signify that it is moving forward in its crucial work to end impunity for genocide, crimes against humanity and war crimes. Turkey’s support for this new and vital system of international justice through accession of the Rome Statute is therefore of utmost importance.
As you well know, the Rome Statute came into force in July 2002 and now has the support of more than two-thirds of the world’s nations. As of May 2012, 121 states have ratified or acceded to the treaty, while 139 are signatories. This system of international justice, with the International Criminal Court as a cornerstone, is an important mechanism in ensuring that the most serious violations of human rights no longer go unpunished. European nations have been instrumental in building and strengthening this new justice system, and their support for the ICC is vital to its success and effectiveness.

I welcome the Prime Minister’s statement before the Parliamentary Assembly of the Council of Europe in October 2004 indicating that “Turkey will soon approve the Rome Statute after completing its internal preparations and will become part of the International Court Convention.” Turkey has also shown a level of commitment to the ICC by joining and regularly participating in the Friends of the ICC, a like-minded group of countries actively promoting the International Criminal Court, and by attending several sessions of the Assembly of States Parties and the first Review Conference of the Rome Statute, held in Kampala, Uganda, from 31 May to 11 June 2010.

I also welcome Turkey’s August 2008 approval of the Third National Program for the Adoption of the EU Acquis, a document that includes a reference to the ICC and the fact that the necessary work is continuing for Turkey to become a party to the Court. However, since then, Turkey’s progress has remained at a standstill.

Your Excellency, I therefore urge Turkey to accede to the Rome Statute without delay as a demonstration of its commitment to fight impunity and its ongoing support for justice and human rights.
