The Coalition for the International Criminal Court and its members are calling on St. Lucia to take a major step forward in its commitment to international justice and the rule of law by ratifying to the Rome Statute of the International Criminal Court (ICC) as soon as possible. The Rome Statute came into force in July 2002 and now has the support of more than half of the world’s nations. Nearly 100 states have now acceded to or ratified the treaty – including 27 African countries – and 139 are signatories. By ratifying the Rome Statute as soon as possible, St. Lucia will help the Carribean region to gain a stronger voice within the world of global justice and also help the CARICOM community to participate more meaningfully in making the ICC a truly effective, truly international mechanism for justice and peace. At a time when the ICC is beginning its important work to end impunity for genocide, crimes against humanity and war crimes in Uganda, The Democratic Republic of Congo and Sudan, I strongly believe that it is a propitious moment for your country to promptly ratify the ICC’s founding treaty, the Rome Statute. To date the ICC treaty has been ratified by 99 States. With recent ratifications by the Dominican Republic and Guyana (joining Antigua and Barbuda, Barbados, Belize, Dominica, St. Vincent and the Grenadines and Trinidad and Tobago), more than half of all Caribbean States have expressed now their unequivocal support towards this new and vital system of international justice. In addition, St. Lucia’s ratification of the treaty would also allow the country to become part of the ever-growing global movement that endorses the Court’s work Saint Lucia plays an important regional role in the Caribbean region and the new system of international justice represented by the International Criminal Court is a vital tool that will guarantee that the most serious violations of human rights and humanitarian law will no longer go unpunished. With increased ratifications in the Caribbean, we will also witness an integrated Americas region which will not only gain a stronger voice within the world of global justice, but will also offer St, Lucia the opportunity to participate more meaningfully in making the ICC a truly effective international mechanism for justice and peace.
