> A Universal Court with Global Support > Ratification and Implementation > Universal Ratification Campaign > URC - Indonesia and Ukraine URC - Indonesia and Ukraine The Coalition for the International Criminal Court calls on Indonesia and Ukraine to join the Rome Statute of the ICC as soon as possible.INDONESIA As the world celebrates the tenth anniversary of the Court this month, the Coalition calls on Indonesia to join the global movement of international justice and meet the target set in its National Human Rights Plan of Actions regarding Rome Statute accession. By joining the Court, Indonesia would strengthen the Asian voice within the system, and send a clear message within and across its borders that it is committed to ending impunity in the country as well as preventing gross human rights violations from happening again. UKRAINE After having signed the Rome Statute on 20 January 2000, Ukraine became the first non-state party to accede to the Agreement on Privileges and Immunities of the Court (APIC) on 29 January 2007. While Ukraine has reiterated its commitment to international justice on numerous other occasions, the country has yet to ratify the Rome Statute. This is in part due to the Constitutional Court’s ruling in 2001 whereby amendment of the Constitution was deemed necessary prior to ratification. However, the Constitutional Assembly established recently to consider possible amendments to the Constitution could address the obstacles highlighted in the 2001 ruling, paving the way for Ukraine’s ratification of the Rome Statute. Including Ukraine, the region of Europe/Central Asia has six signatories to the Rome Statute that have yet to complete the process of ratification (Armenia, Kyrgyzstan, the Principality of Monaco, the Russian Federation, and Uzbekistan). Another 42 states in Europe and Central Asia are parties to the Rome Statute, 27 of which are European Union (EU) members. The Coalition calls on Ukraine to take the necessary steps to ratify the Rome Statute. Increased ratifications of the Statute will further strengthen the global voice at the Court and result in a more robust and meaningful participation in the global struggle to establish a truly fair, effective and independent ICC. As states parties, Indonesia and Ukraine would be able to actively participate in a more significant manner in the annual Assembly of States Parties (ASP) of the ICC during which states make important decisions in relation to the administration of the Court, including the election of judges, prosecutors, and other Court officials. The Coalition therefore appeals to Indonesia and Ukraine to join the Rome Statute and to fully support the first permanent, independent court capable of investigating and bringing to justice individuals who commit the most serious violations of international law, namely war crimes, crimes against humanity, and genocide.
